PAWS Program Description
PAWS Program Overview

The Rate Schedule PAWS (Pooling and Wheeling Service) became effective
January 1, 2008. The PAWS service makes it possible for the aggregation of
supply and the development of hubs on the Rockies Express system. PAWS have
two components – pooling and wheeling. Customers can request a PAWS contract
by contacting their Account Director. One PAWS contract is all that a specific
shipper needs, as it can be used at each of the hubs for both pooling and
wheeling. There is no charge for having a PAWS contract; charges only apply
as indicated above when it is nominated and scheduled.

Pooling
|
Transportation of gas from a physical point or another pooling point
within a specific hub to the pooling point included in that hub is Pooling.
Using the PAWS service, shippers will not be charged any fee or FL&U
(unless a Facility Rate/FL&U/PCT is applicable). Pool activity must be balanced.
Discounts, if any, for the Facility rates will be posted at each hub on the
Interactive Website (see the Hubs/Rates selection in the menu on the left)
and will be automatically granted. Pooling is scheduled as an interruptible service.

Wheeling
|
Transportation of gas from a physical or a pooling point within a specified hub to a
physical point within that hub is Wheeling. Using PAWS service, shippers will be charged a
wheeling fee (see the Hubs/Rates selection in the menu on the left), L&U and a
Facility Rate/FL&U/PCT as applicable. Discounts, if any, for the Facility rates will be
posted at each hub on the Interactive Website and will automatically be granted.
Wheeling is scheduled as an interruptible service. |
Hubs

Each hub will consist of several points of interconnection between the Rockies Express
pipeline system and the systems of other entities, all located within close proximity
to each other. Each hub will also include one or more associated logical pooling point(s).
For scheduling purposes, logical pooling points are located at the most downstream point,
respectively, among member points at the hub. Each hub, including its member physical points
and pooling point(s), will be identified on Rockies Express' Interactive Website (see the
Hubs/Rates selection in the menu on the left).
